Admission in fast

I heard from someone that usually the students from poor families who r even hardworking couldn't get admission in fast but the students from rich families can get admission easily in fast. What is the reason behind that beside fees or money factor? What is the difference in method of study between poor people or rich students ( those who study in English medium)?
