SYMPTOMS

Java installation has not completed and an error appears: Error 1723. There is a problem with this Windows installer package.
CAUSE

Error 1723 is an Install Shield error code. It indicates that the installation process has failed. The exact reason for this error is not known at this time. SOLUTION

Remove any traces of the failed Java installation by uninstalling Java.
Download and install the offline installation package.
